Built From the Inside
HUE was founded by Khalil Noah Scott, a Black leader whose life and work have crossed the systems HUE is here to change. Those experiences shaped a clear expectation: understanding someone’s circumstances has to change the response.
We’re one place where your whole life matters—and where you can get help with whatever you’re facing, learning, or reaching for.
Our Story
Raised in Cleveland, Khalil moved through experiences no child should have to carry. Abuse, neglect, residential care, foster homes, and behavioral health facilities all became part of his early life. The systems around him were supposed to protect him, but too often, they moved him from one unstable place to another.
As a young adult, Khalil also saw how the criminal legal system could treat people differently inside the same room. He experienced how a record can follow someone into job applications, housing searches, and everyday attempts to rebuild. Those experiences gave him more than personal pain. They gave him a clear view of how systems can close doors even as someone is trying to move forward.
After receiving an HIV diagnosis, Khalil began turning survival into advocacy. He joined the Texas HIV Syndicate, became part of the 2022–2026 Harris County End HIV Epidemic Planning Body, and worked across Texas, Ohio, and Georgia to help define prevention and treatment measures for people living with HIV.
His work also includes mental health practice specializing in grief and trauma, faith leadership, and community advocacy for people who have been excluded, dismissed, or forced to navigate complicated systems alone.
Khalil did not start HUE because he studied inequity from a distance. He started it because he lived inside it, including homelessness as an adult in 2024. Those experiences gave him a clear picture of what should have existed and never did.
We are not a reaction to a broken system. We are the blueprint for what the system should have been.
That knowledge shapes how we work with Members: understand the whole life, build the Pathway together, and take responsibility for what happens next.
Our Definition of Equity
Equity, to us, means this: your zip code, your income, your identity, and your history do not determine whether you get real support.
We look at whether support reached you, whether it helped, and what is still unresolved. We also pay attention to what you learned, strengthened, or made possible in your own life.
What We’re Working Toward
Connect the Whole Life
Bring support together around each Member’s priorities so progress in one part of life is supported by what happens in the others. People should not have to carry the work of connecting every system themselves.
Make Stability Last
Help Members reach a steadier place and sustain the progress they make. Address the conditions that keep disrupting housing, health, income, and everyday life, with Members defining what stability means for them.
Put More Within Reach
Expand opportunities to learn, earn, create, strengthen relationships, and pursue personal goals. What someone wants to build deserves support before anything goes wrong.
Build What’s Missing
Create the places and institutions communities need when existing options keep falling short. Members and communities should help shape what gets built, how it works, and who benefits.
What We Stand On
Reality
Your life does not happen in pieces. We start with how you actually live and your needs, strengths, and goals. Understanding your circumstances has to change how we respond.
Culture
You do not have to leave yourself at the door. Our Black founder’s lived experience and the communities we serve shape HUE. Who you are belongs in the decisions that affect you.
Clarity
People should understand what is happening and what comes next. You deserve plain answers about your options, what they involve, and who is responsible.
Access
Knowing how to work the system should not be a requirement for getting help. Bring your question or need. We’ll work through the next step with you.
Ownership
We stay responsible for the work we take on. We keep our word, protect what you share, and find out what happened. We are honest about our limits and work to put mistakes right.
Power
The people living it deserve a say in changing it. Members and communities must help shape our decisions, what we build, and who benefits. What you share has to carry weight.
Possibility
Your life deserves room for more than getting by. Learning, relationships, business ideas, and personal goals belong here. Your goals do not need a crisis attached to them to matter.
Our Team
We’re led by our Founder & Executive Director, Khalil Noah Scott, with a growing team of Humanitarians, advisors, and community partners bringing the model to life.
